Central Bank: “Total state revenues this year until the end of May amounted to 47.7 billion dinars, and spending reached 32.1 billion”

The Central Bank of Libya revealed in a statement today, Thursday, that the total state revenues this year until the end of May amounted to about 47.7 billion dinars, while government spending during this period amounted to about 32.1 billion, with a surplus of about 15.6 billion dinars.

The Central Bank stated in its statement that about 98% of the state’s revenues are from oil revenues, which amounted to about 46.7 billion dinars from oil sales and royalties to foreign companies for this year and previous years, while other sovereign revenues did not exceed one billion dinars, distributed between 296 million dinars from taxes revenues, 66 million dinars from customs revenues, 176 million dinars from communications revenues, 90 million dinars from the sale of fuel, in addition to 327 million dinars from other revenues.

As for spending, the Central Bank indicated that 70% of government spending, which amounted to 32.1 billion dinars, was on the salary item, with a value of 22.7 billion, while an amount of 4.4 billion dinars was spent on support, and an amount of 2.8 billion for operating expenses, in addition to an amount of 2.2 billion dinars for the chapter of development.

The joint committee between the Ministry of Finance and the General Electricity Company, during its meeting on Wednesday morning, discussed settling the company’s debts with public authorities.

The committee followed up the company’s settlements with the Ministry of Finance regarding the requirements for calculating electricity costs and the fuel and gas reconciliations with the National Oil Corporation, Brega Petroleum and Gas Marketing Company and other oil companies.

The meeting discussed the consumption of public entities and the approval of audit scales from the Audit Bureau, in addition to the issue of the company’s tax linkage with the Tax Authority over the past years and exemptions from delay fines.

Al-Shanti issues a decision to lift the provisional stay on Adel Jumaa

Today, Tuesday, the head of the Administrative Control Authority, Suleiman Al-Shanti, issued a decision regarding lifting the provisional suspension from work, Adel Jumaa, Minister of State for Presidential and Cabinet Affairs.

The decision, which bears No. (531) for the year 2023, addressed all the authorities and departments concerned with implementing the decision, and to work with it as of the date of its issuance.

It is noteworthy that the head of the Administrative Control Authority issued a decision in mid-May to suspend the Minister of State for President and Cabinet Affairs, Adel Jumaa, from working as a precaution, for the reasons and requirements of the interest of the investigation.

Dbeibeh meets with the medical supply system and issues several decisions

Today, Tuesday, Prime Minister Abdul Hamid Dbeibeh, held a meeting with the Medical Supply System Management Committee, to follow up on the complaint submitted by patients infected with the HIV virus (AIDS), and to stand on the measures taken by the device to provide medicines and various supplies, and to maintain and develop the Center for Communicable Diseases and Immunity in Benghazi.

The Prime Minister issued his instructions to supply medicines from manufacturers suggested by patients, not to supply medicines from India, and to give priority in supply and quality to this important segment.

He also instructed the Administrative Centers Development Agency to develop and maintain the Center for Communicable Diseases and Immunology in Benghazi to be a suitable place to provide service to patients.

Dbeibeh also issued his decision to reconstitute the follow-up committee for children with AIDS in Benghazi, to follow up on these procedures and to find out the needs of this important group.

Shakshak is following up with the head of the Passports and Foreigners Affairs Department, the procedures of the electronic card system

The head of the State Audit Bureau, Khaled Shakshak, followed up today, Tuesday, during his meeting with the head of the Passports, Nationality and Foreigners Affairs Authority, Youssef Murad, the procedures of the electronic card system, including the procedures for the completion stages, and the authority’s procedures regarding the transition from issuing machine-readable passports to electronic passports.

Shakshak stressed the role of the Bureau in supporting the Authority in completing the required security measures, the task required to maintain the confidentiality of data, issuing passports and electronic cards, and the need to facilitate issuance procedures, due to their positive impact.

The Chief of the Bureau stressed the necessity of resolving all the problems and obstacles that hinder the launch and completion of these issues, in the presence of the competent departments of the Bureau and the Department.

Today, Tuesday, the spokesman for the National Unity Government, Mohamed Hammouda, confirmed in a special statement to our source that the Prime Minister, Abdul Hamid Dbeibeh, will visit Italy tomorrow, Wednesday, noting that his visit will include the conclusion of several agreements with the Italian side.

It is worth noting that the Commander of the General Command, Khalifa Haftar, visited the Italian capital in early May, while the Italian Nova Agency reported in mid-May that the Prime Minister visited Italy, in response to the visit of the Italian Prime Minister, Georgia Meloni, to Tripoli on January 28.

The head of the Audit Bureau is discussing with the Minister of Finance the financial releases

The President of the State Audit Bureau, Khaled Shakshak, met today, Tuesday, with the Minister of Finance, Khaled Al-Mabrouk, to discuss several issues of common interest.

The financial releases of late salaries, accounting settlements, the state’s final account, follow-up of agreements and foreign loans were also discussed, in addition to discussing the Bureau’s observations on the results of following up the implementation of public spending for the year 2022 and the first half of the year 2023, and standing on the performance of the various departments in the Ministry of Finance.

The attendees were also briefed on the file of the general bid for medicines, allocations for treatment inside and outside the country, and improvement of treatment services, in addition to the cases file, in the framework of ensuring the availability of the necessary allocations to cover them and refer them to the concerned authorities for their implementation.

For his part, Shakshak stressed his keenness to follow up the file of releases as it is an entitlement that must be paid to a segment that is not simple from public sector employees, stressing the need to expedite the issuance processes in a way that does not affect the quality of the review and open the way for different sectors for the rapid circulation of data and documents.

Al-Kabeer in a meeting with the US envoy and the US Treasury

The Governor of the Central Bank of Libya, Seddiq  Al-Kabeer, and a team from the Central Bank held a meeting today, Tuesday, with the US Assistant Secretary of the Treasury, Eric Meyer, the US Special Envoy to Libya, Richard Norland, and representatives of the US Treasury and State Department at the US Treasury headquarters in Washington, DC.

During the meeting, they discussed joint cooperation in combating money laundering and combating the financing of terrorism, and the results of Article IV consultations with the International Monetary Fund.

The efforts of the Central Bank, in partnership with the Government of National Unity, to invest in renewable energy and raise oil production rates were also discussed.

Othman Abdul Jalil to our source: “We will urgently provide specialized medicines for patients with tumors, AIDS and kidneys”

The Minister of Health of the Libyan government, Othman Abdul Jalil, said in a statement to our source on Monday evening that he had contacted the Prime Minister, Osama Hammad, to find a solution to the problem of lack of specialized medicines for patients with tumors, AIDS, kidneys, and others, indicating that the Prime Minister had instructed him to allocate an urgent sum of money to the Ministry of Health to cover the costs of providing these medicines.

Othman Abdul Jalil explained that these specialized medicines are usually supplied through the medical supply system, but due to some problems they were not supplied by the authority. “There is a shortage of medicines, and patients are in dire need of these medicines, adding that at the beginning of this year the same happened. The issue and the government was forced to assign a company to provide these medicines as soon as possible, and this was done and there was a quantity of medicines sufficient for three months.”

He continued: “Now the medicines have run out and we returned to the same problem in light of the lack of provision by the medical supply system, so we had to find solutions and communicated with the Prime Minister of the government, who instructed him to allocate an urgent sum of money to the Ministry of Health to cover the costs of providing specialized medicines.”

Abdul Jalil indicated that the required financial value for the supply of these drugs has not been determined, indicating that he will communicate with agents of major international companies that manufacture these drugs to provide them as soon as possible.

The Public Prosecutor decides to form a security force to carry out investigation procedures into the grave violations of the rights of some citizens of Zawiya

The Counselor, Attorney General, Seddiq Al-Sour, discussed, during his meeting on Sunday with the commander of the military zone on the western coast, ways to enhance cooperation aimed at completing procedures for collecting evidence related to the gross violations of the rights of some citizens of the city of Zawiya, and prosecute the perpetrators.

At the conclusion of the meeting, which witnessed the presence of some leaders of the components of the Ministries of Interior and Defense, the Attorney General decided to establish a security force that would implement the measures of the investigating authority, with the aim of fulfilling the duty of redressing the victims of crimes; enforcing the law in the face of perpetrators of crimes who are absent from the procedures, by observing a practical plan whose procedures are taken according to a timetable that is subject to the supervision of the Public Prosecutor’s Office.
