The House of Representatives, during its session held today in the city of Tobruk, voted unanimously on a road map for holding elections within a period not exceeding 14 months from the date of the constitutional amendment.

The decree stipulated the adoption of the roadmap submitted by the committee formed by the House of Representatives so that the electoral entitlement would take place within a period not exceeding 14 months from the date of the constitutional amendment, provided that the committee consults with the State Council Committee to present the final version on the constitutional amendment, including a precise definition of the articles required to achieve the electoral process within a framework not exceeding the specified time, and a maximum deadline of one week to vote on it in conjunction with granting confidence to the government.

The decree also stipulated that, after members of the House of Representatives listened to the projects of the candidates for prime minister, Fathi Bashagha and Khaled Al-Bibas, the Presidency of the Council would refer the names of the candidates to the State Council to submit the required recommendations regarding them, provided that the vote to choose one of the candidates will be in next Thursday’s session.

The head of the Anti-Illegal Immigration Authority, Mohammad Al-Khuja, met a group of ambassadors and representatives of some countries in Libya. Al-Khuja stressed the need to hold weekly periodic meetings with the ambassadors and to raise all the problems related to illegal immigrants to find radical solutions.

He also noted the presence of some criminals among the migrants who fled their country and want to practice their crimes in Libya, and stressed the need to separate migrants from criminals.

In his speech, he indicated that the maintenance of the shelters centers in an exemplary manner befitting the migrants, including clinics and schools for children, and opening job opportunities for migrants wishing to stay in Libya after their rehabilitation, also announced the separation of migrants from women to men inside the shelters.

The General Electricity Company of Libya addressed the National Oil Corporation regarding finding urgent solutions to the decrease in gas supplies in the lines feeding the western network that supply gas generation plants, which occurred since last Friday morning and the low level of gas pressure in Zawia, southern Tripoli, Al-Khums, and Misrata stations, which led to the loss of approximately 320 mega watts.

The company explained that it has resorted to feeding the first production unit at Misrata station with diesel fuel to fill the shortage in gas supplies, noting that the procedure has a great material cost, as only the first unit at Misrata station costs about one million and 350 thousand liters of diesel per day, which is equal to the subsidized price of 180 thousand dinars, while the amount of gas required to operate the same unit for a full day costs less than 9 thousand dinars.

With the ban on several procedures, Al-Huwaij issues a decision regarding inspection and compliance companies

The Minister of Economy, Mohamed Al-Huwaij issued a decree to ban founders, members of the directors board and managers of joint inspection and compliance companies, or to own shares in any import or industrial company for more than 49% of the capital.

The decree also prohibits the suppliers of goods under documentary credits from assigning any of the conformity and inspection companies in which he contributes, owns shares, is managed by one of their relatives up to the fourth degree or with whom they have an affinity relationship.

Dbeibeh announces the activation of decree n° 885 on increasing salaries of health sector workers and starting to pay the third billion of marriage support grant

The Prime Minister of the National Unity Government, Abdul Hamid Dbeibeh, announced on Sunday during the first ordinary meeting of the Ministers Council of the National Unity Government for 2022 for the beginning of the third billion in favor of the marriage support project.

The Prime Minister also announced the activation of decree n° 885 of 2019 on increasing salaries of health workers with assistant medical and medical professions as of February, while the Ministry of Health shall bear responsibility for determining the number of employees and provide the Council of Ministers with the necessary statistics and data.

The Government of National Unity has been allocating 40 million Euro for the maintenance of the Afriqiyah Airways aircraft in Germany since 2016

It would have been sold at a public auction because of the accumulation of debt if the Directors Board of Afriqiyah Airways and the Directors Board of Libyan African Aviation Holding Company didn’t interfere and made their effort to return it.


They communicated directly and immediately with the Minister of Transport and the National Unity Government who in turn had done the necessary measures with the national government.
Afriqiyah Airways, then, is thanking the National Unity Government and the Transport Minister to preserve the capabilities of the company, which are the all Libyans capabilities.

Oil production is reduced by 100,000 barrels per day and exports are stopped from the largest oil port, Sidra port.

The National Oil Corporation expresses its deep concern about being forced to reduce production in the national oil sector as a result of the inability to implement projects for the maintenance of reservoirs that were destroyed by wars, and the disruption of the implementation of some emergency projects, especially with regard to building reservoirs and maintaining what is available. It blamed the Audit Bureau, which obstructed the implementation of many projects related to reservoirs, as well as projects to increase production capacity.

In this regard, the Chairman of the Directors Board said : « Waha Oil Company was forced to reduce its production by about 100,000 barrels per day as a result of the lack of storage capacities due to the suspension of maritime traffic in the ports of the Gulf of Sidra and the inability to connect and ship tankers to avoid an increase in inventory and thus reduce production ».

Sanalla added : « The number of out-of-service tanks at the Sidra oil port is about 11 out of 19 tanks, and the limited availability of tanks has prevented our ability to continue with the available production rates, as well as leaks in the pipeline network and surface facilities between production tanks and shipping tanks ».

Meanwhile when the National Oil Corporation declares that the illegal restrictions imposed by the Audit Bureau prolonged the implementation time of projects in an economic and effective manner, which increased the fragility of the infrastructure and obstructed projects to increase production capacity, it confirms that the opinion of the law administration regarding the restrictions imposed by the Audit Bureau was clear that the contracts of the oil companies affiliated with the National Oil Corporation are subject to prior review.

In this context, Sanalla said : « The mistakes of the Audit Bureau’s representative are fatal, but they will not discourage our resolve in the oil sector to continue efforts to bypass these restrictions that bind the National Oil Corporation and its subsidiaries and besiege the renaissance and development of the national economy, and we continue to carry out our responsibilities ».

It is mentioned that all shipping operations stopped in most of the oil ports in the Gulf of Sidra due to bad weather, high waves and the suspension of maritime navigation. It was possible to continue production and not resort to reducing it, but the fragility of the infrastructure in the oil sector prevented the continuation of production at the available rates.

Al-Akari: « We must take advantage of the high oil price to generate other sources of income and invest it in industrial and agricultural construction ».

The economist Misbah Al-Akari, said that the high price of oil these days, which has reached more than 93 dollars per barrel, should be taken advantage of and invested in industrial and agricultural construction and be other sources of income.

He explained that the price of oil today closed at about $93.44 a barrel, but in rentier countries that depend on one source of income, the higher this income, the more consumer spending would be, stressing the need to take advantage of these increases in the formation of other sources of income and investment. The bulk of this revenue is in industrial and agricultural construction so that we can reduce the bill for huge imports.
