Central Bank reveals in a statement that revenues totaled 26 billion dinars during this year

The Central Bank of Libya revealed in a statement issued today, Thursday, that the total revenues since the beginning of the current year from January to the end of March amounted to 26 billion dinars, while the total spending in the same period amounted to 18 billion dinars.

The statement, published by the Central Bank, indicated that the total spending for public sectors of the state and its subsidiaries amounted to 18 billion dinars, from 01/01 until 31/03/2023.

The Central Bank added that the Ministry of Finance and its subsidiaries transferred a total of 5 billion and 485 million dinars to financial services monitors in cities, under the first chapter of salaries.

The Prosecutor General has issued instructions to verify the legitimacy of the procedures of fuel stations after detecting 307 illegal stations in the South

The Prosecutor General, Counselor Seddiq Al-Sour, has issued instructions to verify the legitimacy of the procedures for conducting activities at all fuel stations, and to initiate criminal proceedings against those who commit the crime of illicit enrichment. This comes after the detection of 307 fuel stations in several municipalities in the south that are supplied with fuel despite the lack of legitimacy to conduct activities.

The Prosecutor General’s office explained that the law enforcement agency in the southern region supported a military force belonging to the (10th) Infantry Battalion in an earlier mission to enforce the orders of the public prosecutor to monitor and track those involved in fuel smuggling, identify the premises of their operations, and take action to close them to reduce the negative effects of illegally selling fuel.

The investigation revealed the existence of 307 fuel stations in several municipalities in the south that are supplied with fuel despite the lack of legitimacy to conduct activities. There are 33 stations in the municipality of Sebha, 232 stations in the municipality of Wadi Al-Shati, 24 stations in the municipality of Umm Al-Aranib, and 18 stations in the municipality of Qatrun.

The Prosecutor General’s office also pointed out that inspections were carried out on fuel storage facilities used for smuggling, resulting in the arrest of 21 expatriates and three citizens who were caught in the act of possessing 310,000 liters of gasoline prepared for smuggling.

The Director of the Media Office at the Food and Drug Control Center, Mohamed Al-Zayat, revealed today, Thursday, that an old Arab house was seized, which they take as a factory for preparing pastries, and burek under different brands made in a very bad environment that doesn’t meet the required specifications and dilapidated materials and machines.

The inspectors of the center, accompanied by the Internal Security Agency and the Municipal Guard, conducted an inspection campaign that targeted a place resembling a den, where pastries, rechta and burek are prepared in very bad conditions. The place is an old, rundown and dilapidated house that lacks the minimum health and standard requirements for preparing pastries.

Al-Zayat explained that the expatriate workers are women who do not have health certificates. They lack commitment to their personal hygiene and uniforms. The machines are very dirty and worn out, as well as the storage place is bad and exposed to moisture, in addition to the poor packaging with not writing explanatory data, the use of fabrics and strange things in the process of separating the dough and preparing the product due to poor ventilation. The walls have moisture, and the water used to mix the dough is not fit for use.

The media director of the Drug Control Center, Al-Zayat, confirmed that the place has been closed and its owners have been referred to the competent authorities.

Iraq to reopen embassy in Libya after 9 years of closure

The Iraqi government has announced its decision to reopen its embassy in Libya and resume diplomatic work, as part of efforts to strengthen bilateral relations between the two countries and provide services to the Iraqi community in Libya. The announcement was made in a statement issued on Tuesday evening by the spokesperson of the Ministry of Foreign Affairs, Ahmed Sahaf, according to the Iraqi News Agency (INA).

“The Iraqi government has decided to reopen its embassy in Libya and resume diplomatic work, in order to strengthen bilateral relations between the two countries and provide services to the Iraqi community,” Sahaf said.

This move comes after Iraq declared its intention to reopen its embassy in Tripoli to the Libyan side about three weeks ago.

On March 16th, Sahaf told the official agency that the decision was made during official meetings between an Iraqi delegation and the Libyan side.

Meanwhile, there has been no immediate comment from the Libyan side on this matter.

Several countries, including Iraq, closed their embassies in Tripoli as military tensions between Libyan parties escalated in 2014.

Al-Zidani discusses the proposed development budget for the Ministry of Oil and Gas with Aoun

On Wednesday, the Minister of Planning of the National Unity Government, Mohamed Al-Zidani, discussed the proposed development budget for the Ministry of Oil and Gas for the fiscal year 2023 with the Minister of Oil and Gas, Mohamed Aoun, in the presence of the Budget and Monitoring Department Director, as well as several managers and consultants from both ministries.

The meeting discussed the Ministry of Oil’s plans for qualifying and training oil student graduates to enable them to work in oil companies.

Shakshak confirms the support of the Audit Bureau to complete the roads within the Municipality of Khums, which the GNU has started to implement

On Tuesday, the head of the Audit Bureau, Khaled Shakshak, discussed with the mayor of Khums and members of the municipal council the procedures for implementing the projects that the Unity Government has started to implement within the municipality, including completing the roads inside and outside the general plan, a project to construct a bridge at the entrance of the city, and projects for constructing and completing schools and clinics.

The meeting discussed the procedures for completing the implementation of a university complex project, reviewing the progress rates in these projects, the problems and obstacles that accompanied the implementation process, and the urgent need to complete them as soon as possible.

Shakshak confirmed the role of the Audit Bureau in supporting the completion of these projects and others, as they have a positive impact. He emphasized the need to resolve all the problems and obstacles that hinder the completion of these projects.

It was agreed to hold a meeting with the Housing and Facilities Projects Implementation Agency to resolve contracting procedures regarding infrastructure contracts and the possibility of completing them and benefiting from them. The meeting will be attended by the General Director of the Center for Development and Administrative Centers, the General Director of the Transportation Projects Implementation Agency, and the directors of the relevant departments of the Audit Bureau.

Dbeibeh stresses the necessity of launching a national project to maintain and develop the 24 sewage treatment plants

The head of the National Unity Government, Abdul Hamid Dbeibeh, conducted a field visit to the General Company for Water and Sewage, accompanied by the ministers of finance, local governance, transportation, and planning, to assess the company’s situation and identify the problems it faces in performing its duties. During the meeting, a comprehensive discussion was held with the company’s management committee and the head of the Housing and Facilities Operations and Maintenance Authority for the western region, Tripoli, the southern region, the central region, the eastern region, the Benghazi plain, the Green Mountain region, and the western mountain region.

During the meeting, Dbeibeh emphasized the necessity of launching a national project to maintain and develop the 24 neglected sewage treatment plants for over twenty years, stressing the importance of the water and sewage file, which is no less important than electricity.

Dbeibeh issued instructions to cooperate between the Housing and Facilities Authority, the General Company for Water, and the Ministry of Local Governance to identify the joint work areas and their aspects.

The Governor of the Central Bank of Libya, Seddiq Al-Kabeer, met with the French Ambassador to Libya, Mostafa Mihrage, and the Economic Advisor to the Embassy, Ivan Potier, to discuss the results of consultations with the International Monetary Fund and the importance of supporting the efforts of the Government of National Unity and the National Oil Corporation to increase oil production and exports. They also gave priority to diversifying sources of income to ensure the financial sustainability of the country and drive the economy.

During this meeting, viewpoints were exchanged on many topics, including the path to unifying the central bank. Ambassador Mihrage also welcomed the French side’s offer to provide expertise in the field of digitization and training to develop the capacities of the banks.

Dbeibeh emphasizes the need to complete the investment projects belonging to the Economic and Social Development Fund, which have been suspended for 10 years

The head of the Government of National Unity, Abdul Hamid Dbeibeh, emphasized the need to complete the large investment projects belonging to the Economic and Social Development Fund, which have been suspended for ten years, by unifying efforts with investment institutions and banks to resume work on them, stressing that the delay in completing these projects is not acceptable.

This came during an extensive meeting held by Dbeibeh today, as the Chairman of the Board of Trustees of the Economic and Social Development Fund, with the management committee, the CEO, and directors of the fund’s subsidiaries. He emphasized the need to activate the large investment projects belonging to the fund, including the Nalut cement factory, Marriott Hotel, Andalus Complex, City Mall, and Al-Ghazala Mall, and other projects that belong to the fund but have not been activated.

In conclusion of the meeting, Dbeibeh issued instructions to organize the work area for the fund’s subsidiaries and to specify their area of work regularly, and not to continue the overlapping of responsibilities between the companies.

National Oil Corporation Budget Monitoring Committee follows up on previous commitments in the exceptional budget as part of the plan to develop and increase production

Today, during its third regular meeting, the National Oil Corporation Budget Monitoring Committee followed up on previous commitments in the exceptional budget as part of the Corporation’s plan to develop and increase production.

The meeting reviewed a report by the Audit Bureau on the commitments referred to the Corporation’s subsidiary companies, and ensured that they were settled legally.

The Corporation presented a detailed presentation on the nature of local and international commitments, the mechanism for their settlement, and what has been actually implemented based on the relevant documents.

The meeting concluded by emphasizing the need to settle all outstanding commitments on the Corporation to local and international companies so that it can be effective in the development plan and settle the financial situation of the Corporation’s subsidiaries by settling their outstanding commitments.
