The Libyan government headed by Fathi Bashagha allocated in its proposed budget for the year of 2022 an amount of 26 billion and 275 million dinars for support, distributed over the number of items, on top of which is the fuel subsidy, for which an amount of 10 billion dinars was allocated.

According to the proposed budget, a copy of which was obtained by our source, the Libyan government allocated within its budget an amount of 4.2 billion dinars to support the allowance of the wife and children, and an amount of 2 billion dinars to support young people, which includes marriage, housing, training, integration, development, and small and medium enterprises.

The government also allocated 3 billion dinars to support medicines and medical supplies, 840 million dinars to support electricity and public lighting, 425 million dinars to support public hygiene, 460 million dinars to support water and sanitation, and 900 million dinars to support basic commodities.

According to the proposed budget, an amount of 1.2 billion and 200 million dinars has been allocated for basic pensions, and an amount of 850 million dinars to support fodder, in addition to an amount of 2.4 billion dinars under the “miscellaneous” chapter.

The Ministry of Oil: “The adulterated gasoline was the result of the supply of fuels from abroad. Brega Oil Company confirms that the gasoline samples are completely free of any pollutants or added water.”

The Ministry of Oil and Gas reported today, Sunday, that what was being circulated these days on social media about the occurrence of gasoline pollution, which caused malfunctions in the cars of some citizens, occurred due to the import of adulterated fuels from abroad.

The ministry also confirmed that the National Oil Corporation has followed very precise procedures, and Brega Oil Company completes this as it receives and distributes fuel to warehouses and then to stations according to the terms of reference referred to.

It indicated that Brega Oil Company had confirmed that it was following this issue with privacy and had taken many measures, including taking random samples from stations and all sites, pointing out that these samples were completely free of any pollutants or added water, and that these samples when examined were in accordance with the approved and continuous Libyan specifications.

It added that it is awaiting investigations from the Attorney General in this regard and following the procedures stipulated in the legislation in force in such cases.

Dbeibeh forms two investigation committees into the incident of fuel pollution and the delay in return flights for pilgrims

The Prime Minister of the National Unity Government Abdul Hamid Dbeibeh has formed two investigation committees into the two incidents of fuel pollution at some gas stations and the delay in the return flights of pilgrims from Saudi Arabia.

Dbeibeh issued a decision to form an investigation committee headed by the Undersecretary of the Ministry of Interior for Directorates Affairs, with the membership of the Director of the Legal Affairs Department at the Ministry of Oil and Gas, the Director of the Supply Department at the National Oil Corporation and a representative of the Follow-up Department in the Council of Ministers, to investigate the incident of fuel pollution and its non-conformity with standard specifications at some gas stations.

Dbeibeh also formed an administrative investigation committee into the incident of delaying the return flights of Umrah passengers from Jeddah Airport in the Kingdom of Saudi Arabia, to determine the damages resulting from it, provided that it ends its work within a maximum period of 7 days.

The budget of the House of Representatives, the Supreme Council of the State, the Presidential Council, the Libyan government and its ministries, according to the proposed budget for the year 2022

The Libyan government allocated in its proposed budget for the year of 2022, a copy of which was obtained by our source: an amount of 41.7 billion dinars for Chapter One “salaries” and an amount of about 8.7 billion dinars for running expenses. Both of which are distributed between parliaments, the state, the presidential, the government, its bureau and its ministries.

According to the proposed budget, an amount of 1.362 billion dinars has been allocated to the House of Representatives and its affiliates, of which more than 925 million are for salaries and 437 million for running expenses. 77 million dinars have been allocated to the Supreme Council of State, “17 million of which for salaries and 60 million for expenses.” As for the Presidential Council and its affiliates Authorities, led by the General Intelligence Service, 463.5 million dinars has been allocated to them, and nearly 1.5 billion dinars has been allocated to the Council of Ministers of the Libyan government and its affiliates , “of which 742 million are for salaries and 756 million for expenses.”

As for the ministries, the largest share was for the Ministry of Education with 15.8 billion dinars, then the Ministry of Defense with 7.9 billion dinars, the Ministry of Health with 5 billion dinars, the Ministry of the Interior with a total of 4.9 billion dinars, the Ministry of Foreign Affairs with 2.3 billion dinars, and then the Ministries of Planning and Finance and of Higher Education at an amount of 2 billion dinars each, the Ministries of Justice and of Technical Education at a value of 1.3 billion dinars for each ministry, the Ministry of Labor and Rehabilitation at an amount of 784 million dinars, the Ministry of Local Government at a value of 584 million dinars, and the Ministry of Agriculture and Animal Wealth at an amount of 488 million dinars.

As well as the Ministry of Social Affairs has been allocated with a share of about 341 million dinars, the Ministry of Economy and Trade with a value of 292 million dinars, the Ministry of Communications with a value exceeding 280 million dinars, the Ministry of Culture with a value of approximately 266 million dinars, the Ministry of Public Works with an amount of 249 million dinars, the Ministry of Sports with a value of 214 million dinars, the Ministry of Information With a value of 209 million dinars, the Ministry of Tourism with a value of 132 million dinars, the Ministry of Civil Aviation with an amount of 115 million dinars, and the rest of the ministries with values ​​less than 100 million dinars for each ministry.

On Sunday morning, the Chairman of the Directors Board of the National Oil Corporation, Mustafa Sanalla, met with the advisor of the Secretary-General of the United Nations, Stephanie Williams, and her accompanying delegation.

In confirmation of what was previously published, the National Unity government issues a decision regarding the entitlement to increase the salaries of employees of the National Oil Corporation and its subsidiaries

The Prime Minister of the National Unity Government, Abdul Hamid Dbeibeh, issued Resolution No. 204 of 2022 by adding a provision to Resolution 198 of 2022.

The decision stipulated that the entitlement to the increase in the salaries of the national employees of the National Oil Corporation and its subsidiaries, in accordance with the Prime Minister’s Resolution No. 198 of 2022 referred to from the date of 1/1/ 2022, and is not due before this date.

Ousama Hammad explains to our source the value of the proposed budget from the Libyan government for the year 2022, its objectives, and what is allocated to each of its sections.

The Minister of Planning and Finance of the Libyan government, Ousama Hammad, revealed to our source that the total value of the budget proposed by the Libyan government for the current year 2022 is about 94.8 billion dinars.

Hammad explained that the budget was divided into four sections: salaries, which amounted to approximately 41.8 billion dinars, the chapter of operating expenses with a value of approximately 8.7 billion dinars, the section allocated to development amounted to 17.7 billion dinars, and support expenditures exceeded 26.6 billion dinars.

The Minister of Planning and Finance of the Libyan government stressed that the budget will be allocated to achieve several goals, the most important of which is putting laws and decisions issued by the House of Representatives into effect and focusing on solving citizens’ problems with regard to access to public services, especially the main ones represented in health and education.

He added that the government will focus on rationalizing spending and directing revenues to be used efficiently and equitably among all regions of the country, in addition to supporting and rehabilitating the oil sector as the main source of budget financing, in addition to the electricity sector and security agencies and authorities, and supporting the service aspect of subsidizing medicines, hygiene, water and fuels.

The minister indicated that the government will pay attention to young people through youth support programs by granting marriage, housing, training support, and small and medium enterprises. He also stressed that the preparation of salaries will be in accordance with the unified salary scales.

The Minister of Planning and Finance of the Libyan government noted that the government will support projects and programs for development, reconstruction and infrastructure, and will work to find appropriate solutions to the problems of struggling national companies.

Ousama Hammad stressed that the Planning and Finance Ministry of the Libyan government is ready to cooperate and coordinate fully with all the supervisory bodies and the Central Bank of Libya, stressing that the ministry will deal with complete transparency in publishing follow-up reports to implement the budget periodically.

The Libya revival bloc initiative for the peaceful renewal of legitimacy in Libya

Against the background of the current political blockage and tension, which threatens the Libyan people in their security, health, and sustenance, and even in the unity of their country, and  their very existence, and to prevent the use of violence in resolving current conflicts, and to return to appealing to the free will of the Libyan people through direct presidential and parliamentary elections, and out of respect for the nearly 3 million Libyan voters who have already registered in the voter registry. The Libya Revival Bloc (Ihya Libya) is presenting this initiative to all active forces in Libya and to all voters, seeking their support and their demand for its activation.

THE TEN POINTS:

1. Maintaining the ceasefire, reactivating the 5+5 Committee, and arranging for its permanent convening.

2. Preventing any movement of any military or police force outside its current areas, except to combat terrorism or crime, in coordination with the 5 + 5 Committee.

3. Ban all kinds of mobilization, media incitement and hate speech.

4. Formation of a joint committee to manage the state’s oil export revenue jointly headed by: Deputy Governor of the Central Bank of Libya (Tripoli), Deputy Governor of the Central Bank of Libya (Benghazi). With the membership of: Undersecretary of the Ministry of Finance (Tripoli), Undersecretary of the Ministry of Finance (Benghazi), Vice Head of Financial Audit (Tripoli), Vice Head of Audit (Benghazi), Vice Chairman of the Finance Committee of the House of Representatives, Vice Chairman of the Finance Committee of the State Council. The committee may seek the assistance of local and international expertise as needed.

5. Urgently resuming the export of Libyan oil and gas, and depositing all revenues obtained from the export into a special account to be co-signed on by the presidency of the Joint Committee for the Management of State Revenues, with two joint signatures.

6. Expenditure of state revenues is not permitted except on salaries, food, medicine and energy-related necessities, and on holding elections, and only through the joint Committee for Managing State Revenues.

7. Activating and supporting the High National Elections Commission (HNEC), facilitating and securing all its affairs, movements and work on all Libyan soil. Also facilitating the work of local, regional and international observers, provided that the commission launches the electoral process by the end of the (Road Map) agreed upon in Geneva (June 2022), and upon which all Libyan legitimacies end, except for the legitimacy of the Libyan people and their right to self-determination, so elections can take place no later than December 24, 2022.

8. Each of the two current de facto governments is fully responsible before God, the nation and the international community for holding and securing presidential and parliamentary elections in areas under its control and influence on the date determined by the High National Elections Commission (HNEC), which should not exceed December 24, 2022.

9. Each of the two governments is responsible for facilitating and securing the movement of all candidates in its areas of control and influence, and facilitating their carrying out their electoral campaigns to the fullest extent, as well as the staff of the Electoral Commission and local, regional and international observers.

10. Each of the two governments is responsible for the success of the elections and for ensuring that their results are respected in their areas of control and influence, and for ensuring a peaceful and smooth handover of power to the new executive authority produced by the elections.
