The Tripoli Chamber of Commerce, Industry and Agriculture announced an initiative of businessmen to purchase sacrificial sheep for families of martyrs and families of low-income, with the participation of the Chamber’s affiliates, and in coordination, with the association of “Mazal Fina AlKhayr”.

The Chamber said that its affiliated members wishing to contribute to the charitable initiative should communicate with the Chamber’s administration during the period from 15 to 30 June as a maximum.

It revealed that it will honor the largest contributor to the initiative and grant him the status of an honorary member of the Chamber’s Management Committee in coordination with the Minister of Economy and Trade.

The Government of National Unity will establish a committee to examine the mechanism for replacing direct fuel support with cash support

Today, Thursday, the Cabinet of the National Unity Government issued a decision to form a committee to study the mechanism of replacing direct fuel support with cash support.

This committee was chaired, according to the decision, by the Minister of State for Economic Affairs, Salama Al-Ghweil, with the membership of the Minister of Local Government and the designated Minister of Planning, the Undersecretary of the Ministry of Economy, the Adviser to the Central Bank of Libya, the Director-General of the National Center, the Chairman of the Board of Directors of Brega Petroleum Marketing Company, and a representative of the Audit Bureau, in addition to three economists.

The decision issued by the Council of Ministers stated that the committee should inventory the imported and locally produced quantities of fuel annually and the total cost of the imported and produced quantities, determine the value of the support for each citizen according to the annual support budget, in addition to determining the equilibrium price of fuels used for additional consumption, and determining the mechanism for distributing cash support among citizens and ways to implement them.

The decision also indicated that the committee submits a detailed report to be presented to the Council of Ministers within a maximum period of one month from today’s date.

Shakshak issues a circular regarding compliance with contracting procedures through public tender

The head of the Tripoli Audit Bureau, Khaled Shakshak, issued correspondence to the Prime Minister, government ministers, heads of authorities, institutions, departments and public companies, regarding compliance with contracting procedures through public tender as a public asset.

The Audit Bureau calls upon all entities subject to its oversight to adhere to the legislation regulating contracting procedures of an administrative aspect, by resorting to the public tender method as a general asset in its contract and not to deviate from that, except in accordance with the justifications stipulated in Article No. 10 of the Administrative Contracts Regulations.

The House of Representatives approves the state’s general budget with a value of about 89.7 billion dinars

House of Representatives spokesman, Abdullah Blehaq, announced that Parliament approved, in today’s session, the state’s general budget law, with a value exceeding 89 billion and 689 million dinars.

The Ministries of Planning and of Finance of the Libyan government headed by Fathi Bashagha had referred the draft state budget proposal to the House of Representatives with a value of about 94.8 billion dinars, before it was amended after receiving comments on it from the Finance and Planning Committee of the House of Representatives.

Dbeibeh: “The preliminary results of the investigations into the Tripoli clashes in the past few days confirmed that those who caused them were paid”

The Prime Minister of the National Unity Government, Abdul Hamid Dbeibeh, revealed today, Tuesday, that the preliminary results of the investigations into the clashes in Tripoli in the past days confirmed that those who were responsible for them were paid.

Dbeibeh added in an exclusive interview with the French website “Jeune Afrique” that “the former director of military intelligence, Usama Al-Juwaili, tried to highlight his strength, but I do not think that he will go further than that, and in any case, we are not in a state of aggravation.”

The Prime Minister said: “I agree and support all dialogues that lead to peace and security and we do not decide the solution alone. The armed groups are in dialogue with each other, and I do not participate in their dialogues as prime minister.”

Dbeibeh: “The government spent one billion dinars to maintain electrical stations, and it still needs more, and loads will be reduced starting from July 7”

The Prime Minister of the Government of National Unity, Abdul Hamid Dbeibeh told the French website “Jeune Afrique” that the electrical stations in Libya have not been subject to maintenance for 10 years, and some of them are more than 40 years old, and therefore they are out of service.”

He explained in an exclusive interview to the website that “the national unity government has spent 1 billion dinars on periodic maintenance of electrical stations, and they still need more, with delays in work due to the difficulty of obtaining spare parts for these stations because they are old.”

Dbeibeh stated that “the hours of unloading loads will decrease starting from July 7, as soon as the new stations in Tobruk, Misrata and Janzour are operational, indicating that the outages will not disappear completely, but we will not witness complete darkness, and we still need a number of stations to cover the deficit.”

As the oil fields closure crisis continues, Dbeibeh says: “The Central Bank has reserves of 50 billion dollars, and we will withstand this ordeal”

The Prime Minister of the National Unity Government, Abdul Hamid Dbeibeh said today, Tuesday, that “the elections were a priority of our government, but our responsibility in the elections of December 24th was very limited, which is to secure them.”

Dbeibeh added in an interview with the French website “Jeune Afrique” that “all the authorities are behind their schedule, and we are waiting for the House of Representatives and the State to complete their mission during their meeting in Cairo under the auspices of Williams, in order to prepare for the elections, noting that if the Cairo meetings established the election law, we can organize them in a month or two because everything is ready.”

The Prime Minister indicated that “if the State and Parliament do not reach a consensus on a constitutional basis, we will invite citizens to protest and express their desire to hold elections, as we cannot wait indefinitely.” He pointed out that “the problem is not with the government, but it is between the House of Representatives and the state. If Abdul Hamid was replaced by Fathi, this would not mean the issuance of the election law and the constitutional rule.”

Regarding the oil fields closure, Dbeibeh stated: “The Libyan people have become used to standing in front of difficulties, and the Central Bank has reserves of 50 billion dollars. We are still producing gas, and we will withstand this ordeal.”

The General Electricity Company announces the launch of a solar power plant project in Libya

Today, Wednesday, the General Electricity Company announced the launch of a solar energy project in the Al-Saddada area, in the presence of the company’s chairman, chairman of the board of directors of renewable energies, member of the company’s board of directors, and regional director for the Middle East for the French company Total Energies, to establish a solar power plant with a production capacity of 500 megawatts.

This project comes within the framework of joint cooperation with the Renewable Energy Authority of Libya to implement the strategic plan to integrate the electrical capacities produced from renewable energy sources into the electrical network.

Al-Abdelli also stressed that “this project is the first and largest in Libya and that we are actually launching this project today”. For his part, the Chairman of the Board of Directors of the Renewable Energy Authority stressed that we seek to keep pace with development, exploit clean energy sources and implement the strategic plan for 2022, which aims to integrate 25 % of production capacity.

The Regional Director of the Middle East for Total Energies expressed his thanks to the General Electricity Company and the committee that was assigned for negotiation and said “it is important for me to be here and that our teams will work to complete this project.”

Al-Shahoumi: “The approval of the budget by Parliament today puts the Central Bank, the regulatory agencies and even the international community to a real test”

The economic expert, Suleiman Al-Shahoumy, said that the approval of the state’s general budget by Parliament today puts the executive state institutions such as the Central Bank and the regulatory bodies such as the Audit Bureau, the Administrative Control Authority and the Judicial System to a real test of the legality of collecting, spending public money and oversight over it, stressing that there is no jurisprudence with the legal text.”

Al-Shahoumi added that the continued existence of a government without local legitimacy, the approaching end of international legitimacy and the presence of a government that encourages parliamentary legitimacy, will be a real test for the international community, noting that the option of forming a committee to manage Libyan oil revenues that the Americans strongly promote, may be the way to implementation.
