The economic expert, Suleiman Al-Shahoumy, said that the approval of the state’s general budget by Parliament today puts the executive state institutions such as the Central Bank and the regulatory bodies such as the Audit Bureau, the Administrative Control Authority and the Judicial System to a real test of the legality of collecting, spending public money and oversight over it, stressing that there is no jurisprudence with the legal text.”
Al-Shahoumi added that the continued existence of a government without local legitimacy, the approaching end of international legitimacy and the presence of a government that encourages parliamentary legitimacy, will be a real test for the international community, noting that the option of forming a committee to manage Libyan oil revenues that the Americans strongly promote, may be the way to implementation.
