Secret negotiations in Dubai for offering several key ministries to Haftar clan

Faced with mounting military pressure around Tripoli, Prime Minister Abdul Hamid Dbeibeh is still trying to unravel a coalition of supporters of his designated successor, Fathi Bashagha.

Dbeibeh appointed Farhat Ben Gdara as head of the National Oil Corporation back on July 12. The latter was a close advisor to Marshal Khalifa Haftar, a pillar of the “Eastern Alliance”. Dbeibeh has now pledged to offer several key ministerial positions to the Haftar family in exchange for remaining at the top of the executive branch.

The talks were held under the auspices of UAE intelligence services, which has been trying in vain for months to move forward with the Dbeibeh-Haftar deal.

Haftar is represented by his son and adviser, Saddam Haftar, who, according to some sources, acted on his own initiative. He is flanked by Dubai-based Libyan Ahmed Al-Ahibi, sometimes referred to as “the financier of Haftar’s son”. Al-Ashibi was a central figure in the economic and monetary system of eastern Libya, exerting indirect but significant influence on several commercial banks in Cyrenaica.

His presence at the negotiating table, as well as the focus on the treasury and planning sectors, can be explained by the urgent financial needs of the LNA, which must find a way to repay the billions of dinars it has borrowed.

Banks in the eastern part of the country also paid the bills of Wagner, a Russian paramilitary group that has supported the LNA since 2019.

For the moment, the negotiations have not led to a concrete agreement, and the ‘eastern camp’ has made their presence felt to Dbeibeh, and reminded him of their capacity to cause trouble in the heart of the Libyan capital. On 22 July, while the talks were ongoing, the Tripolitan militias Rada and Nawasi, who are open about their pro-Bachagha leanings, launched an offensive against the force led by Ayoub Abu Ras, allied to Dbeibeh, storming its headquarters in the Zawiyat Al Dahmani district, in the middle of Tripoli. This heavy gunfire, the most serious for several months, is said to have killed at least 16 people and wounded around fifty, undermining Dbeibeh’s promise to maintain peace in the city. Several militias loyal to the outgoing Prime Minister, for whom any alliance with Haftar is a red line, are also likely to resume their autonomy if the agreement is implemented.

Al-Hibri: “We have prepared a preliminary study regarding the exchange rate, and we will call a meeting within the next two weeks to take the necessary measures”

Al-Hibri confirmed: “We have not received any response from the Governor of the Central Bank of Libya, Tripoli, Seddiq Al-Kabeer, regarding the secret discussion of the exchange rate, pointing out that the Al-Bayda Central Bank has prepared a preliminary study on the exchange rate to address monetary policy and public spending.”

During her meeting with the US ambassador to Libya, Al-Mangoush affirms the two sides’ interest in developing prospects for cooperation between the two countries

Dbeibeh announces the national program to dispense with treatment abroad

The Prime Minister of the Government of National Unity, Abdul Hamid Dbeibeh, announced today the national program to dispense with treatment abroad, and “relying on our cadres, centers and capabilities, we will prioritize Libyan doctors abroad in the list of visitors to carry out operations”, according to him.

He said: “We have been depleted from the treatment operations abroad and the expenses that we carry out daily. Every month, “huge” sums come out for treatment abroad, and we will seek a qualitative change to make treatment inside the largest space through public or private centers and hospitals and visiting doctors.”

He continued by saying: “Most of those who are treated abroad are oncology patients, because of the lack of doses. It has been proven to us that these countries use third-class drugs and we are here to bring in our country the first class always. We  need to “wake up” for ourselves, our capabilities, our centers and our patients. Our goal has always been to reduce patients traveling abroad.”

The court ruling in the case of Sanalla and Dbeibeh is postponed

The frozen Libyan funds are an important source for reconstruction

China welcomes the efforts made by the Libyan parties to ensure the country’s oil production, resolve differences in the management of the oil sector, revenue distribution and ensure the normal order of oil production in Libya.

Al-Huwaij personally grants approval to a company to supply used barrels that pose a threat to public health, which were previously rejected by customs

The Minister of Economy in the National Unity, Mohamed Al-Huwaij, sent a correspondence to the Director General of the Customs Authority, that included granting permission for Al-Indimaj company for chemical materials industry to import 100,000 used barrels of 200 liters capacity.

In this regard, sources at the Customs Authority and Ras Ajdir crossing, who reported that this shipment had previously been rejected by customs when the Director of the Office of the Minister of Economy requested it, as these barrels are used and prohibited, after which the Minister personally addressed the Director General Customs to implement and has already been granted permission for implementation.

Sources reported that this shipment is a “business” and a manipulation of decisions, as companies are excluded from others to supply what is prohibited.

It is noteworthy to mention that such barrels pose a threat to public health, so countries prevent their handling except with severe restrictions, as the materials that were used for them are carcinogenic.

Such an issue calls for the opening of a criminal investigation because of its extreme danger to all Libyans, as these barrels are used for watering livestock, the meat of which all Libyans eat, for distributing detergents, and for storing generator fuel.
