The US Embassy: The U.S. Embassy: The “Abu Agila Massoud” extradition process was conducted legally and the United States is committed not to open the reparations file

The US Embassy in Libya confirmed that the process of transferring the Libyan citizen “Abu Agila Massoud” to the United States for trial on charges related to the bombing of the “Paname 103” plane over Lockerbie, was carried out in a legal manner and in cooperation with the Libyan authorities. This was after Interpol published a red card against “Abu Agila Massoud” last January, demanding that the defendant be located and arrested for transfer to the United States.

The embassy stated in its statement that the United States will not reopen the agreement concluded in 2008 between the United States and the Libyan government at the time, which settled the claims of America and American citizens against Libya resulting from certain terrorist incidents, including the Lockerbie case, and which obligated the United States to end claims for financial compensation in the courts, arising from these incidents and precludes any future claims, but does not restrict law enforcement cooperation or have any bearing on criminal charges against those responsible for the attack.

Bashagha calls on Eni officials to stop negotiations with Dbeibeh’s government regarding amending the shares of participation in the Libyan maritime areas

The head of the Libyan government, Fathi Bashagha, called on the officials of the Italian company, Eni, to stop negotiations with the National Unity Government headed by Dbeibeh and the current administration of the National Oil Corporation regarding amending the shares of participation in the Libyan maritime areas.

Bashagha said that the amendment of participation quotas in the Libyan maritime areas greatly harms Libya’s sovereign interests and the interests of its people, calling for an immediate end to following up on these measures that would harm the joint and historical relations between Libya and Italy.

It is noteworthy that the Italian company, Eni, entered into negotiations with the Government of National Unity and the board of directors of the National Oil Corporation to amend some of the provisions of the “IPSA” agreement regarding shares of participation in the Libyan maritime areas between the corporation and the Italian company.

Al-Abed opens the second national Conference on Quality and Sustainable Development

Today, Monday, the Minister of Labor and Rehabilitation, Ali Al-Abed, inaugurated the activities of the Second National Conference on Quality and Sustainable Development, in the presence of the Director General of the Quality Assurance and Professional Standardization Center, Fathi Ibrahim.

Al-Abed stressed that the Ministry of Labor is working to achieve the dissemination and promotion of quality concepts in educational and training institutions in general and to improve their outputs to contribute to the development and improvement of the level of performance in the institutions of education and training sectors.

For his part, Fathi Ibrahim praised during his speech the ministry’s role in achieving this conference, through which it seeks to lay scientific foundations through the research papers participating in the conference in order to consolidate the concept of quality and sustainable development.

According to the media office of the Ministry of Labor and Rehabilitation, the activities of the conference will continue on Monday and Tuesday, as it will discuss the research papers participating in it under the supervision of the scientific committee of the conference.

The Minister of Finance stresses the necessity of completing the preparation of the draft general state budget for 2023

The Minister of Finance of the Government of National Unity, Khaled Al-Mabrouk, stressed during his meeting today, Sunday, with the Chairman and members of the Finance Committee, the need to finalize the draft general state budget for the year 2023 in its final form, in order to refer it to the Council of Ministers, present and discuss it.

According to the Ministry’s Information Office, the meeting discussed during today’s meeting all the observations received from the parties funded by the public treasury to address them, whether related to Chapters One, Two or Four, stressing the need to study and address all observations and include them to put the state’s general budget for the year 2023 in its final form to serve the public interest. 

It is noteworthy that the Finance Committee had held several meetings with the entities funded by the public treasury last September and took all notes to be included in the draft budget proposal for next year.

Al-Manfi participates in the Arab-Chinese summit

The President of the Presidential Council, Mohamed Al-Manfi, participated on Friday in the Arab-Chinese summit, which was hosted by the Kingdom of Saudi Arabia, in the presence of Crown Prince, Mohamed Ben Salmen Ben Abdulaziz Al Saud, President of the Republic of China, Xi Jinping, the Secretary-General of the League of Arab States, Ahmed Abu Al-Ghait Al-Amin, and the Governor of the Central Bank of Libya, Seddiq Al-Kabeer.

Al-Manfi stressed during his speech that the rapid economic and political developments in our world require more flexibility in defining the concept of economic partnerships, especially in light of the importance that China attaches to its relations with the Arab world, and the resulting development in Arab-Chinese relations since the conference of Arab-Chinese cooperation in 2004.

Al-Manfi explained that the Arab countries have become China’s seventh economic partner, in terms of the volume of trade exchange, and the first supplier of crude oil to the Chinese economy, which has made great strides since the mid-nineties of the last century, and has become an example to follow and an essential engine for the global economy, adding that Libya is looking forward to diversify its partnerships and benefit from Chinese expertise and capabilities, in order to rebuild the Libyan economy and infrastructure in the country.

The President of the Presidential Council concluded his speech by saying that Libya will celebrate, after a few days, its seventy-first independence anniversary, in order for the efforts made to reconcile and build confidence between the political parties and the components of the Libyan people to succeed, in order to get the country out of its political crisis and end the transitional stages, through presidential elections, that its results would be accepted by all the Libyan people.

A British court found financiers guilty of defrauding Libya’s Sovereign Wealth Fund Institute

A London court convicted a former investment manager at JPMorgan Bank and a former banker of defrauding the Libyan Sovereign Wealth Fund of millions of dollars by paying hidden fees to their offshore companies.

Frederick Marino was the CEO of FM Capital Partners in London that managed hundreds of millions of dollars for the investment portfolio Libya Africa when he illegally extracted investment fees with the help of the 47-year-old banker Yoshiki.

The former head of the emerging markets group for alternative investments in JPMorgan was convicted at Southwark Crown Court in London on charges of conspiracy to commit fraud by misusing a position of trust between February 2009 and October 2014.

The first meeting of directors of departments, offices and branches of Jumhouria Bank

The Director General of Jumhouria Bank, Abdul Razzaq Al-Tarhouni, and the Deputy Director General, Nuri Abu Fleijeh, held an extensive meeting today, Thursday, with all district directors, directors of bank branches, and directors of departments at the level of Libya, through the activities of the first forum of Jumhouria Bank.

During this forum, the meeting discussed the development of the banking system and the transition to the best as soon as possible by overcoming all difficulties towards customer services, and providing banking services with the latest methods used globally, stressing the need to unite efforts and work in order to improve the level of bank services.

The general manager of the bank emphasized the importance of this forum and its attendance, which reflects interest in development and overcoming all difficulties, pointing to the importance of developing the system, which took place in a short period of time, to increase revenues and facilitate transactions in order to improve the performance of the service provided to customers.

Shakshak discusses with the head of the Libyan Investment Authority a review of the corporation’s subsidiaries abroad

The President of the Audit Bureau, Khaled Shakshak, and the Undersecretary of the Bureau, Ala Al-Masallati, discussed with the President of the Libyan Investment Authority, Ali Mahmoud, in a meeting today, Thursday, contracting mechanisms to audit some of the corporation’s subsidiaries abroad by assigning an international audit office.

The meeting was devoted to discussing the steps taken by the State Audit Bureau related to contractual procedures with the International Audit Office and the auditing work of those companies within a legal framework that guarantees independence and transparency in order to find out and evaluate the financial conditions of companies in order to make the necessary decisions to achieve financial returns for the Libyan state.

The two sides agreed to form a joint working group to finalize the contracting, assignment and supervision mechanisms with the External Audit Office in the final form required in accordance with the roles and specializations entrusted to the Bureau and the Authority.

Norland: “Libyans deserve a unified army capable of defending Libya’s sovereignty and a democratically elected government that represents all Libyans”

The US ambassador to Libya, Richard Norland, said that the Libyans deserve a unified army capable of defending Libya’s sovereignty and a democratically elected government that represents all Libyans, indicating that the United States is looking forward to partnering with such an army under the civilian authority of such a government.

This came during Ambassador Norland’s speech in his participation in the plenary session of the Security Working Group, in which he affirmed the United States’ support for the Special Representative of the Secretary-General of the United Nations, Abdullah Batili, and Libyan military professionals in their efforts to remove foreign forces, fighters, and mercenaries, and unify the Libyan army.

Shakshak stresses the need to adhere to non-expansion of spending

Today, Thursday, the head of the State Audit Bureau, Khaled Shakshak, issued a circular regarding the controls for preparing and referring the final account to the state, stressing the application of financial laws and regulations related to the unit under control and review, as the Bureau is keen to implement the law and adhere to submitting the final accounts on the legally specified date.

Shakshak explained that the Bureau warns all entities responsible for implementing the state’s general budget and government spending entrusted with submitting its financial data and reports to the Ministry of Finance, of the need to refer them on the specified dates.

The Head of the Bureau stressed the necessity of committing not to expanding spending during the last month of the current year, with the intention of depleting the remaining balances of the appropriations listed in each item and limiting the expenditure to what is necessary, in addition to not exceeding the approved appropriations and not linking and contracting except within the limits of those appropriations, as well as adhering to not Disbursing any sums of money after the closing date of the books and accounts at the end of the year, and not recording transactions on previous dates.
