Al-Shalawi: « There is a project to launch micro, small and medium loans for youth and job seekers »

The Undersecretary of the Ministry of Industry and Minerals for Mining Affairs, Moncef Al-Shalawi, said in a statement to the economic Sada newspaper Source that the field campaign that was conducted in the past few days on a group of quarries and crushers that operate in violation of the provisions of Law No. 2 of 1971 regarding mines and quarries, was carried out in coordination with the agricultural police and the enforcement force, and under direct follow-up from the General Attorney’s office

He added that the goal of such field tours is to publicize the prestige of the state and the rule of law and correct the legal and environmental situation of investors who work in blatant absurdity outside the law. The tour will continue and they will establish an operations room that operates on a daily basis under their supervision and with the participation of a number of police and security authorities and a number of The technicians of the National Mining Corporation, and there will also be a referral of a number of violating investors to the General Attorney immediately after they obtain the status of judicial arrest for a number of employees involved in the work of quarries and mines.

He adds: « There is interest from officials in the investment aspect and encouraging serious investors to establish a number of industrial activities based on some of the locally available raw materials. All of the Investment Promotion Law, the Quarries Law, the Commercial Law, and the Industrial Research Center Establishment Law, are directed towards encouraging the private sector and its contribution to creating an important economic tributary of the Libyan state.

He explained: « The cost of reconstruction is estimated at $25 billion annually, and the law obliges to direct 70% of oil revenues to reconstruction. There is a project to launch micro, small and medium loans targeting primarily young people, job seekers or those who want to leave the public job. This will only be possible with the existence of a stable state in all political, security, social and economic aspects, and that there are many foreign and Arab investors who aim to establish partnerships with local investors or carry out direct investment activities in the fields of industry and mining from different countries (USA, France, Italy, Egypt, Turkey and Algeria) ».

He concluded his speech by saying: « It is time to build, stabilize and advance our country, after spending from 2011 to 2021, about 360 billion dollars, while the losses of wars and oil reached 659 billion dollars, according to United Nations estimates. He also estimated the size of the lost opportunities during this period. It is estimated at about 800 billion dollars, and the size of the GDP deficit is estimated at about 60 billion dollars, stressing that there is no escape from the concerted efforts of everyone and work to encourage the private sector to the maximum extent possible so that the role of the Libyan state becomes only the guarantor, observer, preparing and encouraging the game of the strategic goal, which is to diversify the national economy And converting it from rentier oil-dependent only to economic and agricultural service activities ».
