Libya receives Test Kits to combat the novel coronavirus

In a statement published on Facebook, the Ministry of Health of the Presidential Council (PC) claimed that it has received 10 thousand PCR test kits as a plan to increase tests to combat the novel coronavirus.

According to the ministry, the shipment arrived few days ago from Belgium through Misrata International Airport.

It will be reminded that Libya’s National Centre for Disease Control (NCDC) announced 13 new Coronavirus cases yesterday, the biggest increase in a day since Tuesday’s announcement of 9 new cases, which brings the country’s total cases to 48.

Libya migrants: five bodies were picked up

In a statement to “Tabadul”, the spokesman for the emergency and ambulance apparatus “Osama Ali” revealed that five bodies of illegal immigrants were picked up from Abu Sitta Naval base and transferred to Dar al-Rahma mortuary in the Tripoli Medical Centre .

Osama Ali said that the bodies belong to migrants who attempted crossings from Libya towards Europe, adding that the death toll is likely to increase in the coming period.

It will be reminded that Last week, a group of about 280 migrants were prevented from disembarking overnight because of shelling in the port city, IOM noted.

IMF steering committee says will review adequacy of IMF resources

The steering committee of the International Monetary Fund on Thursday said it would continue to review the adequacy of the global lender’s resources as it works to help its 189 member countries respond to the coronavirus pandemic.

In a joint statement, the 24-member International Monetary and Financial Committee reaffirmed its commitment to a strong, quota-based and adequately resourced Fund, and said the IMF should draw on relevant experience from previous crises.

“We remain committed to revisiting the adequacy of quotas and continuing the process of IMF governance reform under the 16th General Review of Quotas, including a new quota formula as a guide, by December 15, 2023,” the committee said. 

Libya: 40 documentary credits with a value of more than 56 million LYD

In a statement issued today, the Central Bank of Libya announced providing 40 documentary credits to finance the imports with a combined value of more than 56.1 million dollars from April 9 to April 16.

According to the tables below, the credits included 40 companies whose activities range from foodstuffs to livestock and meat, medicines and pharmaceutical products , soap and cleaning supplies, as well as the importation of agricultural machinery.

U.N. agency: Twelve dead or missing as migrants returned to Libyan capital

At least five migrants died and seven were missing when the coast guard returned 49 others to Libya’s capital Tripoli on Wednesday as fighting there raged, the U.N. migration agency said.

A Maltese commercial vessel rescued the migrants from an inflatable boat and handed them to Libya’s coast guard, which brought them to a naval base in Tripoli where they were allowed to disembark after a delay of several hours, the International Organization for Migration said.

There has been uncertainty about whether migrants intercepted by Libya’s coast guard would be able to dock in Tripoli. Last week, a group of about 280 migrants were prevented from disembarking overnight because of shelling in the port city.

“We have no clarity as to the procedures that are followed or will be followed from now on,” the IOM’s Libya office said in an email.

Hundreds of migrants continue to attempt crossings from Libya towards Italy, though Italy has declared its ports unsafe in the coronavirus epidemic.

Libya oil blockade surpasses USD 4 bln in losses

At this difficult time for Libya, the National Oil Corporation claimed that it is doing all it can to get fuel in sufficient quantities to all parts of the country.

In a statement, NOC stated that total oil production inside Libya is down to 80,510 barrels a day, as of Monday April 13, 2020.

The forced restriction of oil and gas production has caused financial losses exceeding $4,087,913,653 since January 17, 2020.

It should noted that many NOC facilities were illegally shut down on 17 January 2020. This resulted in the shutdown of Zawiya refinery, and since then, NOC has had to increase imports to meet people’s basic needs. Most oil and gas storage tanks are damaged and cannot be used.

Alarming level of Coronavirus spread in Libya

The Libyan National Center for Disease Control said Libya reached an alarming level of Coronavirus spread, citing the new registered cases in the country.

The Head of the center Badr Al-Din Al-Najjar said that the rise in Coronavirus cases in Libya requires more serious precautionary measures, adding that the recording of nine new cases on Tuesday means that Libya should impose stricter measures to avoid ending up heavily impacted by the pandemic.

Al-Najjar added that the negligence of people to the preventive measures such as home isolation and curfews led to the hike in Coronavirus cases.

He also called for taking the necessary measures in order to avoid becoming like Italy and France in terms of the response to the Coronavirus, noting that more serious preventive measures and strict curfews are needed in Libya.

Prison break in west Libyan towns amid clashes

According to a statement published today on its official Facebook page, the Justice Ministry of the Government of National Accord (GNA) announced that 401 prisoners  had escaped from Surman prison on April 13 after a prison riot that took place during the seizure of the city, indicating that they are all detained or sentenced on the basis of valid legal procedures.

The GNA said inmates had left Surman prison after pro-Haftar forces were driven from the town and before GNA forces arrived. It has called on local police forces to return to work and prevent violations, and called for those who fled to hand themselves in.

The U.N. Libya mission said on Wednesday it was gravely concerned by reports of the sudden release of 401 prisoners and acts of retribution in west Libyan towns captured by forces of the internationally recognised government this week.

The statement came after forces aligned with the Tripoli-based Government of National Accord (GNA) seized the towns of Surman and Sabratha on Monday, pushing back rivals loyal to eastern-based commander Khalifa Haftar.

Haftar and his Libyan National Army (LNA) have been trying to capture Tripoli for just over a year, escalating an on-off conflict between east and west Libyan factions that has increasingly drawn in foreign powers.

“UNSMIL (United Nations Support Mission in Libya) notes with grave concern reports of attacks on civilians, the Surman Prison break and release of 401 prisoners without adequate legal proceedings or vetting, desecration of corpses, retribution, including looting, robberies and torching of public and private properties,” the mission said in a statement.

“UNSMIL is following up the above allegations, which if verified, would constitute grave violations of international human rights and humanitarian law.”

UNSMIL said it condemned LNA forces’ “indiscriminate bombardment of Tripoli with rockets, many of which have landed on civilian neighborhoods, resulting in casualties”.

It repeated calls for a humanitarian pause, at a time when the divided country is trying to contain its first cases of the new coronavirus.

Libya’s internationally recognised government imposes 24-hour curfew for 10 days

Libya’s internationally recognised government, in the west, imposed a 24-hour curfew for 10 days effective from Friday, April 17, the Tripoli-based Government of National Accord (GNA) said in a statement.

The high committee to combat Coronavirus recommended Tuesday a total curfew in Libya starting next Friday, with shutdowns of markets, banks and unnecessary stores, excluding only foods and bakeries, allowing also people to go out between 8.00 am and 12.00 pm without using cars.

It will be reminded that Libya’s National centre for disease control reported 36 cases of coronavirus in Libya and only one death.
