The Minister of Local Government in National Unity Government, Badr Eddin Toumi spoke, saying: « Libya for many years was managed in a centralized style, and there was suffering from poor service by the citizen and the difficulty of accessing it and communicating with departments in the government, as Libya needs a decentralization style for its management; In 2012, the Ministry of Local Government of the Transitional Government submitted a draft law on the local administration system, which was issued by the Transitional National Council at that time, and in 2014 it began to start establishing municipalities, but it was not able to properly exercise their jurisdiction ».

He added: « The government of National Unity was one of its first priorities. Libya cannot be managed in a centralized form, and decentralization should have a major role in providing service and development units. The project for the establishment of provinces was presented at the first meeting of the Council of Ministers and approved the principle and included in the minutes of the Council meeting. It is hoped that the decree will be issued until the municipalities are activated, because it is difficult to start in municipalities that did not have their competence. We started the process of changing workers in the companies to the municipalities, and the allocations began to be referred to the municipalities, in addition to the issuance of Cabinet Resolution N° 330 of 2021 regarding the regulation of the local revenue system, according to which municipalities began to exercise the competence of collecting their own resources. Receipts were printed, and decisions supplementing the regulation were issued. A large number of municipalities obtain their local resources and start the first step with violations of the municipal guard, and now a number of decisions have been issued regarding the pricing of commercial license fees, cleaning fees and direct investment in public space, where an amount of 500 million dinars has been allocated in Chapter Three to support municipalities.
