Al-Kilani discusses the latest developments regarding the disbursement of rent allowance allocations for the displaced and immigrants

The Minister of Social Affairs, Wafaa Al-Kilani, held a meeting yesterday with the committee assigned by the ministry to disburse the rent allowances for the displaced and immigrants.

Al-Kilani was informed of the latest developments related to the examination and audit of the lists of displaced and immigrants, which are in their final stages, and in this regard, the Minister stressed the Committee to continue working even during official holidays until the completion of the work assigned to it and referral of the lists for disbursement during the next week.

The Minister of Health of the National Stability Government reveals the procedures and strategies that he will establish within the sector

The Minister of Health of the Government of National Stability, Othman Abdul Jalil, said: « I arrived today in the city of Tobruk and met the Prime Minister of the Libyan government, Fathi Bashagha, and discussed with him the strategies and procedures that I will establish in my duties as Minister of Health in the Libyan government, which will focus on 6 main strategies, namely: to develop immediate and radical solutions to treat patients Tumors, and to full care, within a few months, that no Libyan patient with this malignant disease would need to search for medicine and treatment for it, whether at home or abroad, as well as initiating the implementation of the comprehensive health insurance program for all citizens with an efficient and effective mechanism, and paying great attention to central and specialized hospitals in all regions of Libya and working on twinning some of them with international hospitals in order to localize treatment inside.

Also, eliminating administrative and financial corruption in the Ministry’s office and in all its affiliated institutions, organizing the sector administratively, raising the level of its workers technically, through specialized training for all its employees at home and abroad according to a rigorous training program and paying attention to community health programs and launching the electronic patient file project to facilitate the review and follow-up process ».

He continued by saying: « I promise all Libyans that I will do everything I can to advance this sector and spare no effort to clean it of corruption and spoilers and to achieve a level of health services worthy of the Libyan citizen. I also pledge to all Libyans that I will be the voice of the citizen within the government to push hard to achieve the desire of 2.8 million Libyans to hold presidential and parliamentary elections as soon as possible and in accordance with the road map agreed upon between the parliament and the state ».

Omar Basisa: « Starting from March and April, the date for receiving salaries will begin before the end of the month »

The head of the media team at the Ministry of Finance, Omar Basisa, said in an interview on the Al-Rasmia channel: « The salary transfer that is referred to the Ministry of Finance changes from month to month according to the variables, meaning that there are releases or promotions and others, and these changes occur as a result of monthly salaries from each sector, whether education sector or other sector. The financial values must match the data referred to the Ministry of Finance, and correcting errors in releases or other matters is the right of every employee in all sectors ».

He added: « We know that the Ministry of Finance has established a budget management system that is in line with development, has high accuracy, and is ready to deal with all variables, no matter how many they are, and that the budget management staff have explicit and strict instructions from the Budget Department Director and the Minister of Finance to find out all problems and solve them and establish a mechanism for that, whether from the Ministry of Education or  other ministries ».

He also said: « A number of officials responsible for the Ministry of Education’s monitoring of Tripoli attended the Ministry of Finance and Budget. The data were matched and the value of the actual deficit was determined. The observers were asked to refer the detectors that match the actual expenditure for the month of December, and indeed a date was set for delivering the data in the light of which we would decide the solution. A representative of the Ministry of Education attended and told us that the work would be ready on Saturday and it was agreed. ».

He added that it was agreed with all education monitors that several people who have a computer background would be chosen to receive a code for each monitoring, and the variables would be entered monthly for each monitoring so as not to interfere with the Ministry of Finance, in order to overcome all difficulties.

Bsaisa also renewed his call to all Tripoli education supervisors to sit down, document and implement what was agreed upon, and that they, as the Ministry of Finance, are ready to reduce all difficulties for everyone and that their offices are open.

He explained: « Through the meeting, we agreed that all the matching and non-conforming data that have errors are referred to the Ministry of Finance and the disbursement is done by them without referring to the data, but to remedy the matter, we have instructions from the budget manager to solve all problems, and we are committed to the agreement ».

He concluded his speech saying: « The salaries for the month of February were referred to the Central Bank to complete the procedures, and the salaries of the employees of embassies and diplomatic missions were referred for the month of January. Starting from March and April, the date for receiving salaries will begin before the end of the month ».

The second largest Libyan cargo plane in the world is at risk in Ukraine

The Libyan Antonov An-124 cargo plane has been in Ukraine for 10 years for maintenance at risk of being destroyed in the battle for the capital, Kyiv.

After a long delay in the payments demanded by the Ukrainian aircraft manufacturer that had initiated a legal sale procedure, the Libyan authorities announced in April 2021 their intention to settle the dispute in order to return the plane to Libya before the end of the year, and an additional budget had been allocated to cover the expenses.

The destruction of the plane would be a great loss for Libya, which is one of only two countries that owns the Antonov An-124, along with the United Arab Emirates, as these planes have a large capacity and can transport oil and industrial equipment and the logistical needs of armies around the world.

Forgery and smuggling of funds abroad for the sons of the Administrative Control Head in Tripoli

Private sources revealed that the head of the Administrative Control Authority in Tripoli forged a dispatch decision to the favor of his children so they can get financed. This was within the frame of obtaining a list of special scholarships for students studying in Turkey from July 01 to October 01, 2021.

When the delegation decree N° 313 was issued in 2013, Mustafa Suleiman Al-Shanti was 14 years old. He did not even obtain a secondary certificate. How was he included in this delegation without a dispatch decision?

Musaab Suleiman Al-Shanti was born in 1994, and when the decision to delegate was issued, he was 20 years old and did not obtain a BA. He was included in the mandates based on the pressures exerted by Al-Shanti and his general managers on the responsible authorities for dispatching, according to private sources, describing them as fraud and smuggling of funds abroad for the sons of the head of control in Tripoli through study mandates without any decisions.

Central Bank of Libya: « Foreign exchange uses during January and February amounted to 3.1 billion dollars, of which 1.6 billion dollars were for credits ».

The Central Bank of Libya revealed in a statement on Thursday, that the total uses of foreign exchange during the months of January and February amounted to 3.1 billion dollars, including 1.6 billion dollars allocated for appropriations.

In its statement, the Central Bank stated that, during the months of January and February, it fed the accounts of commercial banks with an amount of 2.7 billion dollars, including 1.6 billion dollars in credits, and 1.1 billion dollars in study and treatment transfers on the private account, salaries of expatriates, aviation, and the payment of personal items for citizens.

The Central Bank added that 126 million dollars was used for salaries of workers abroad and international contributions for the past year, and 257 million dollars in existing appropriations payments to public authorities, including 133 million dollars for electricity, 80 million dollars for the medical and health supply system, and 20 million dollars for the Ministries of Education and Higher Education, in addition to an amount 24 million dollars for other public entities.

The Ministry of Foreign Affairs announces the facilitation of the return of 500 Libyans from Ukraine to Slovakia

The Ministry of Foreign Affairs and International Cooperation announces that embassies staff have facilitated the transit procedures for about 500 Libyans and their families from the Libyan community in Ukraine to Slovakia, where they were secured with all forms of support and assistance and the necessary services were provided to them, and their safety was assured to return them to the homeland.

The Ministry notes that approximately 100 Libyans in the Slovak Republic have confirmed their desire to return to Libya, and we note that a number of others have left the hotels of residence without any information, and in this regard the Ministry disclaims all responsibility for those who present themselves and their family to danger and remain in the conflict areas, despite providing all means of returning to his homeland in peace.

The Ministry reiterates its call to all Libyans present in the Republic of Ukraine to leave, and accordingly, to contact the embassy in Ukraine in order to facilitate the process of their exit to the safe border crossings in order to preserve your safety and your lives.

The ministry of Finance announces the delivery of exchange vouchers for February salaries

The ministry of Finance of the National Unity Government announced the delivery of exchange permits for salaries for the second month, February.

This is for all entities funded by the public treasury to the of Banking Operations Department at the Central Bank of Libya to complete the disbursement procedures followed.
