A member of the judicial authorities and collaborator in Libyan universities, Ali Al-Shtiwi, said that the legislative division contributed to the slow implementation of justice on the Libyan reality, as well as laws, especially the existing Law 9 of 2010, which was a very important and encouraging law for investment.
Al-Shtiwi stressed that there are some gaps surrounding Law 9 and its Executive Regulations 499, including stimulating the foreign investor and giving him the opportunity to engage in development matters in Libya more than the participation of national investors, so it gave 30% only for the interest of the Libyans, and this article must be amended in accordance to the foreigners.
