Dbeibeh clarifies the details of the memorandum of understanding signed with the Turkish government

The Prime Minister of the Government of National Unity, Abdul Hamid Dbeibeh, explained the details of the memorandum of understanding signed between the Government of National Unity and the Turkish government, in a recorded video broadcast by the government’s platforms today, Wednesday, of Dbeibeh’s meeting with a number of women leaders yesterday evening.

Dbeibeh said that the agreement provides for the promotion and development of bilateral scientific, technical, technological, legal, administrative, and commercial cooperation in the field of hydrocarbons, through the exchange of information and experiences, training of human resources, joint organization of seminars and exhibitions, and strengthening the partnership between the public and private sectors in the two countries.

He added that the agreement stipulated cooperation between the two countries in projects related to the development and use of hydrocarbon resources, and the development of projects related to exploration, production, transportation, refining, distribution and trade of hydrocarbons, production and trade of oil, gas, petrochemicals and refined petroleum products, and an emphasis on ensuring exploration, development and increased production.

It also stipulated that the Libyan party, represented by the National Oil Corporation, guarantee to invite the Turkish Petroleum Corporation and its subsidiaries to participate in onshore projects in Libya and conclude agreements and contracts with them to work in petroleum operations, including exploration, development, production, separation, and treatment in the current and future onshore and offshore fields, and encourage The establishment of partnerships and joint projects and the use of research vessels, in addition to agreeing on the development and operation of oil and gas pipelines, joint work in the field of investments, and encouraging and supporting public and private partnerships between the two countries.

Dbeibeh indicated that the agreement confirmed that it does not affect the ongoing projects, as well as that this Memorandum of Understanding may be amended at any time with the joint written consent of the two parties and that it shall remain in force for a period of three years with the possibility of renewal, and may be terminated by either of the parties at any time, provided that three months’ prior written notice is given.
