بعرة لـ”تبادل”: اعتماد الترتيبات المالية كان يجب أن يتم وفق القانون المالي للدولة

أكد الخبير القانوني طه بعرة لـ”تبادل” أن تعديل مشروع ما سمي بالترتيبات المالية وهو الميزانية العامة للدولة كان يجب أن يتم عن طريق اللجنة المالية الاقتصادية بمجلس الوزراء.

كما اعتبر بعرة أن اعتماد الترتيبات المالية على فرض صحة هذا المسمى وعلى فرض قانونية الاتفاق السياسي، كان يجب أن يتم وفق القانون المالي للدولة وبالتالي اعتماده من قبل البرلمان بتصويت أعضائه.

ونعت محدثنا آراء مصرف ليبيا المركزي وديوان المحاسبة والجهات الرقابية حول الترتيبات المالية بأنها مجرد آراء استشارية وليست ملزمة للحكومة، خالصا أنها لا توقف اعتمادها.
