البنك الدولي: فرض رسوم على بيع العملة خفّض الأسعار والتضخّم في ليبيا


أفاد البنك الدولي في تقرير نشره أمس الاثنين بشأن ليبيا تحت عنوان “الآفاق الاقتصادية في ليبيا 2019” بأن قرار فرض رسوم على بيع العملة الأجنبية بنسبة 183% ساهم في الحد من المضاربة والتهريب وهبوط معدلات التضخم والحد من ارتفاع الأسعار.

وبين التقرير أن قرار فرض الرسوم على بيع العملات الأجنبية والذي أقر في شهر سبتمبر الماضي ساهم في الحد من المضاربة والتهريب وهبوط معدل التضخم في عام 2018 إلى 3.9%، بعد أن سجل معدلات قياسية سنتي 2016 و2017 ووصل إلى 27.2%، ما أثّر في ذلك الوقت سلبا على الدخل الحقيقي وتسبب فب خسارة قرابة 80% من القوة الشرائية للمواطنين، أمر نتج عنه تقهقر عدد من الليبيين إلى خط الفقر.

وكشف تقرير البنك الدولي بأن عائدات الرسوم على بيع العملة الأجنبية قد أدت إلى تحقيق فائض في الموازنة العامة للدولة بنسبة قدّرت بحوالي 3.9% من إجمالي الناتج المحلي، وهي تعدّ المرة الأولى التي تسجّل فيها الموازنة فائضا في ليبيا بعد خمس سنوات كاملة من العجز في الميزانية.ا
