منحت الهيئة العامة لصندوق التضامن الاجتماعي إعفاءات لذوي الإعاقة باستعمال وسائل النقل العام، وتمثلت بعدم دفع مقابل الانتقال بواسطة الحافلات العامة في المدن، وتخفيض إلى النصف مقابل سفرهم ومرافقيهم بواسطة وسائل النقل العام البرية والبحرية والجوية داخل ليبيا والخارج.
